Part 1/2: Refactor CI portions of system-config openstack module puppet scripts into reusable components located in puppet-openstackci which is consumed by system-config. Explore how to best test each component. Outcome should be a working sample single-node CI vm launched running noop jobs in openstack-dev/ci-sandbox & posting results.
